The State Government have launched a special drive on self employment for unemployed youths in the State. For agriculture sector, it has been decided to take up following three programmes.
A programme for establishment of 1000 Agro Service Centres (ASC) has been taken during 10th Five Year Plan, out of which 250 to be set up during 200-05. The financial assistance in shape of Capital investment Subsidy (CIS) 20% of the capital cost (excluding cost of land) subject to maximum limit of Rs.20.00 lakhs against each ASC will be extended. Persons with technical qualification are eligible for additional 10% CIS. However, the total maximum ceiling of CIS payable to an ASC shall not exceed Rs.20.00 lakhs.
400 Commercial Agricultural Enterprises covering Horticulture, Floriculture, Fisheries, Animal Husbandry and Apiculture etc. are to be set up during the 10th Five Year Plan. Out of this 100 commercial Agri Enterprises to be set up during 2004-05.
The Entrepreneurship Development Training Programme with focus on different agri-business enterprises for educated unemployed graduates will be conducted. 1050 unemployed graduates will be imparted such training during the 10th Five Year Plan including 210 during 2004-05. The trainees will be drawn from each district of the State.
For all the above three programmes under self-employment, Agricultural Promotion & Investment Corporation of Orissa Ltd (APICOL) is the nodal agency for implementation and the Krushak Sahayak Kendras (KSKs) will implement the programmes at the field level.
